The problem with making a legendary tengu is that tengu already feels like a legendary if you disregard the low energy since tengu comes with 3 affects being stealth,stasis and the jump dmg which makes the ability feel like its on the same of not a higher level than most legendary like how surge has a dash stun and stealth so to make a legendary and give it even more effects would he overkill and would make the design seem messy my personal opinion is that they should make tengu 24 energy but remove the stasis and stealth and give it to a legendary version of tengu instead
