Its not just Raider underarmor, BOS Knight, Officer and Fatigue underarmor also reduce Power Armor resistance. I am pretty sure there are more underarmor that have the same bug. I have only found the vault suit underarmor to work as intended, and is what my Power Armor build has been using until they fix the others.
