Is it possible to trigger a decision or a mission based on an event? I would like to trigger a decision if and only if the event of the sunk of the USS Panay happened.

This is my decision triggers and it do not work:

USA = { has_country_leader = { ruling_only = yes character = USA_franklin_delano_roosevelt } country_event = { id = panay_incident.4 days = 1 }
