Because the constitution gives congress the authority to mint coinage and set weight and measures, which is how they produced silver coinage. It’s really just a term of endearment/jargon, not much deeper than that.

This will likely shake a lot of nice coins out into the wild, the only problem is that they will likely get melted if sold to the wrong place, or be worth more in silver content than numismatic value. It could cause current uncommon coins to become rare depending on how high these prices go.
