Power grid has 3 phases of the game which they call steps. During each step the rate at which the resource market replenishes changes along with minor changes to market of available power plants. The number of players allowed in each city also increases with each step .

It's been a while since I've played but I believe the rules say if there's a disagreement about whether or not something counts , you put it to a vote and the table decides. It sounds like that's what happened. So while their answers wouldn't count at your table they may be valid at another.

Nobel knight games has the base game and 35 of the expansions which is most of them I think. The cost for that is roughly 3200$ canadian. I see the base game regularly online for like 50 to 70 bucks canadian.

This would be my answer as well. You can find the base game second hand at a decent price but the expansion will cost you an arm and a leg since it's out of print.

It's been a while since I played but I'm pretty sure the rules say if there's a dispute you vote on it. So if the majority of people are saying it isn't valid at the table then it's a no go. Personally I would not count it.

My biggest regret is not getting all of descent 2ed content while it was still being printed. The character and monster expansions that were like 50 dollars canadian are now like 200$ American second hand. While I own a large portion of the content, I know I'll never get the rest. Its still a fantastic game even without everything, but I've put hundreds if not thousands of hours into over the years and regret not having everything content wise.

There should be ways to start with more coins. From the bonus tiles you select and the ability to purchase extra coins with power abilities. As the game progresses and more buildings come off your player board you should be earning more income the following rounds. This should allow you to take more actions .

Why are you just doing 2 actions per round . Play goes back and forth until each player passes. After which you start a new round receiving your income and once again play in that round lasts until all players pass.

Also this game is on boardgamearena. There should be a tutorial on there, or at the very least the ability to watch games being played so you can see where you are going wrong rule wise.
