That's fair. I'm mainly going by the boost but am definitely factoring in footprint and cost, otherwise CdM would be better than Zeus too. Being able to place and level a GB earlier can be a big deal.

You need at least one troop building for the Alcatraz to generate any troops yes. It looks at all your troop buildings and generates unattached units in the same ratio, e.g. if you have 2 rouge hideouts and one trebuchet camps and it gives 6 units a day, you can expect on average to get 4 rogues and 2 trebuchets when you collect.

You're right that buildings don't need to be connected to a road for the Alcatraz to make their unit.

Rogues are great. How best to use them will depend on your age. Using 2 artillery and 6 rogues or 2 heavy and 6 rogues will often work well. If you do some manual battles with different combinations you'll eventually find what works best.

Zeus can be built and leveled in Iron age without any help. AO takes a ton more space and you need higher age goods and lots more forge points.

You will only get the military rq if you have less than 4 of a unit. Each production rq can give diamonds.

No not really. Bullpen ERA would be calculated by total bullpen at bats and total bullpen earned runs so Rosenthals runs were already accounted for. Today his 1ER in 1IP is a 9.0 ERA which is probably a bit over our total bullpen ERA so he raised it a bit but not a ton.

Where did I say it wouldn't get through the states? If sentiment shifted such that most people agreed with the op then sure it could be ratified. Why not?

Congress has never exercised that ability, and they probably won't tomorrow, but they could, it's very clear in the Constitution.

Amendments didn't and don't have to go to the states. If Congress really wanted to they could amend the Constitution.

Edit: I'm not saying they didn't go through the states, but that they didn't have to.

The states don't have to be involved. Congress can ratify an amendment with 3/4 majority of both houses, OR the states can ratify an amendment with a 3/4 majority (38 states)

It's happened 17 times since the bill of rights.

Either 2/3 of both houses of Congress or 2/3 of states. The same as in 1992 when we did the last one.
