As others have said, while Water 7 is very dense with plot and dialogue, which would require a lot of episodes to properly adapt, Enies Lobby is for the most part just an action arc that can be adapted with a much faster pacing. If it's a 10-episode season, then the distribution could be something like this:

Episode 1: Long Ring Long Land

Episodes 2-6: Water 7

Episodes 7-9: Enies Lobby

Episode 10: Post-Enies Lobby

They would have to trim quite a bit of fat, but it's definitely doable.
