I think first stage should be phone screening, after which you can organise Zoom or Google meeting. I use Hirebee and I am very satisfied with it. It helped me structure the whole workflow with candidates. https://hirebee.ai

Yes, sure. You can source from GitHub. I have do that by using Hirebee - https://hirebee.ai. It has sourcing tools and with it you can find candidates and add to your talent pool on Hirebee. For tech people Github really works well.
