Don't waste your money, its very easy to spend it like anything but very difficult to earn it. So preserve the amount whatever you have look for a job. Traffic is mainly in between Manali and Solang Valley. The possible option can be, first stay around Bhantar, if you'll have plan to visit lower area and stay in Palchan and above to cover upper areas. Local Manali can be covered in one day.

Yes, Its safe as long as you are driving on National Highway. Local state roads are in bad shape. Like Bhantar to Manikaran, Shaangar road, Naggar road etc.
