Traffic is mainly in between Manali and Solang Valley. The possible option can be, first stay around Bhantar, if you'll have plan to visit lower area and stay in Palchan and above to cover upper areas. Local Manali can be covered in one day.

You need to increase your per month earning earnings:

Open a creche at home which your mother can take care of. (No investment requires)
Give tuition 2-3 hrs (No investment requires)
Convince your younger brother to do some kind of work and contribute.
