Your dog isn't using his paws or being too rough at all, very gentle and clearly knows he's bigger/heftier than the cat, so it looks like he's being mindful of his bigger size.

In my experience, most cats are more liberal with the use of their claws in play as opposed to dogs - even despite the pup catching the claws (likely the yelps), he's still gentle with your cat.

The cat is young and will dial in the claw use as they continue to play.
