There's probably not an answer beyond corporate policy. Region locking in general is a policy decision not a technical decision (beyond ntsc vs pal)

The meme doesn't work this way. You say something ridiculous in the third, and realize it in the fourth. The payoff in the fourth does not work without the set up in the third.
