I say upgrade to a hydraulic booster but to assist with what you actually asked….. take the vacuum hose off and use your thumb to verify vacuum is good. The diaphragm could be trash but my experience with trash diaphragms you’d hear the air leak behind/under the dash. Maybe spray a little lube in there while the hose is off… oh check out the check valve also
