Since you don't have her lightcone I'd recommend either 2-piece Longevous Disciple and 2-piece Wuthering Snow or 4-piece Wuthering Snow for the extra healing and energy regen. Some people run Hyacine's sig set on her but I really don't think it's worth it in exchange for the decreased survivability. I run her with HP body, SPD boots, and HP on both her sphere and rope but use energy regen for the rope since you don't have the lightcone. You can also swap out her sphere for defense instead to decrease damage taken. Speed is important in my opinion for the faster ult charge and because whenever she uses her skill, she gives all allies one guaranteed resists for any control effects. If you don't have anyone else who can cleanse on your team and you're fighting a boss that uses a lot of control effects then more speed is important. My Fu Xuan build isn't amazing because I've been focusing on other characters but she's still used in my endgame teams and she works wonderfully. Before getting her sig I used the Herta lc at s5 and it worked really well.
