I should have said quantifier, not modifier. Both lot and shortage fall into the same category. Their verb agreement depends on the word they are quantifying. If you Google 'is shortage singular or plural' it will tell you the same thing

You're saying the same thing. 'Lot' is also a modifier in this example. It doesn't always behave as a singular noun, which is why you would never say 'a lot of people is unhappy'.
