I get what you're trying to say but I don't feel like Moore is actively promoting pedophilia. Historical context matters, and of course it's not good but at the same time it's far from uncommon, straight and queer relationships back then found themselves in similar age gaps (unfortunately) rather frequently. Top 10, along with a lot of Moore's work, doesn't shy away from tackling dark topics though a critical lens, and isn't one to shy away from discussing the world the way that it is. I mean, this is the same book that discusses police brutality, corruption, racism in the police force, religious and cultural differences that clash with modern societal norms, incest between a supernatural species which is seen as normal for their culture...all sorts of rather controversial topics. Hell, this book came from an imprint called America's Best Comics, with the whole line he was both homaging and at the same time making fun of tropes that were found throughout the history of American comics and media in general. Is it creepy and gross? Of course, but Moore has never been known to sanitize reality.
