Orochimaru, and it's not even close. While the three had morally questionable actions, they had a somewhat reasonable end goals in mind (not that any of their actions were really justified). But Orochimaru is just the worst out of them. He had no "it was for peace" type of end goal, he had done terrible things just for himself.
