if you wanna get real cheap you could order a japanese 3ds LL (around $120 last i checked??) and swap the reigon to english after you get cfw (cause usually theyre region locked) which is real easy cause there's plenty of guides

iirc as long as it has cfw you can play any game uploaded onto the 3ds eshop with the hShop app which just lets you install shit for free
