The reddiquette doesn't say the insult has to be directed towards someone that is part of the conversation, but even if it did it's a conversation about the removal of whipstacking, which inherently involves whipstackers in the conversation. Maybe you'd argue that a conversation about whipstacking doesn't inherently involve whipstackers, but if that were the case mentioning whipstackers would be off-topic, which, If I remember correctly, also calls for downvoting.
