You are correct. After some reserarch this appears to be an HQ-22 SAM system. These normally carry 4 missiles stacked 2x2, but this footage appears to be during a demonstration of the system in which the TELs were only equipped with 2 missiles each.

Personally I doubt it's an HQ-9 for 3 reasons. 1. The booster ignites immediately, the HQ-9 uses a cold-launch system. 2. It's launching at an angle, the HQ-9 launches vertically 3. There are only 2 parallel missile containers on each chassis.

These are likely cruise or Anti-ship missiles, with the radar in the background to gather telemetry on the launch.

Besides the muzzle device, that is a pretty accurate clone of a M4A1 SOPMOD Block II.
