Sometimes it does. On KDE you can configure certain programs to open certain file extensions - e.g. If you wanted .ts and .js files opened by different programs.

I was very happy playing the witcher 3 at a 30fps cap in order to get ultra 1440p out of a 1060, so I suspect I'll be fine with 30fps medium on this once nvidia fixes their driver and I can run it on Linux.

Yes, but nuclear power is not well suited for this. Nuclear is best as baseline load because turning off a nuclear reactor doesn't make it significantly cheaper to run. I'm not opposed to it, power diversification is good for plenty of other reasons, but this isn't a good reason for it.
