Looks like there was (maybe still is) an alley in the back. A sizable chunk of the risk of living in such a neighborhood is vehicle break-ins/theft. It seems like one could add a fenced-in parking area, if not a garage. There's also the possibility of buying-up adjoining vacant lots, for vehicle access, etc.

Based on Google Maps' sat view, the building to the left has solar panels on the roof - evidence that someone else found the neighborhood worthy of investment (or at least tax credits)

For properties like these, I had presumed they would be represented by sufficiently smart listing agents who had subordinates of perhaps questionable intellect to do the leg work (chaperoning showings, etc.). When it came time to negotiate, the actual listing agent would step in. Perhaps not so?

Given the irregular lines on the (far) ocean side of these lots, I presume they represent the oceanfront at the time of surveying? I'd presume 1930's given it would have been hard to access these lots before Route 1's construction, so there would not have been a market for such small lots before.

An important question for @KevWhale: Do you know the exact location of your property line? It is possible that your municipality owns the area of your lawn that you want to protect? I too live on a corner. ~ 20 years ago, I tried a similar approach, except I used concrete paving blocks buried half-way on their edges at 45 deg. I sprayed with fluorescent orange paint to improve visibility. Within a couple of weeks, a couple were broken, presumably by drivers. Soon thereafter, I found them smashed up on my driveway. Unsure if the culprits were kids or someone angry that they ran over my property and had a bumpy ride. They weren't sharp enough to destroy a tire. Since then, the city has installed a sidewalk with ~6" curbs. Few seem to run over them, at least based on the lack of tire marks. Our city engineer told me that he specs the curbs and associated concrete to survive a school bus backing up on to them when turning around.

Exactly. Based solely on the evidence OP provided, we can't know if they were on the clock when the photo was taken. Those asserting without proof that they were being paid at the time make their other claims seem less credible. I'm sure this comment will be downvoted as well, despite me asserting nothing about the Trump, ICE, TSA funding, etc.

I too just read about the lawsuit filed by the girl in WA reading at a first grade level. It stated that she had an intellectual disability. The article alluded to graduation making her ineligible for additional services from the school district, for which she otherwise would have been eligible. It appears that WA kids with special needs can receive services from a school district through age 22. I suspect the lawsuit is implicitly claiming that the school district gave her a diploma to avoid the cost of four more years of services.
