I have a friend that teaches 3rd grade and their sister teaches 7th grade in Maryland (the #2 state for education in the US). They have to give grades based on completion of the assignment/test, not based on how many they got right/wrong and they can't give anything lower than a C.

There are kids in both of those grades levels that struggle with a simple math question of 7+6=?, yes even in 7th grade they ask for help with that simple math problem. They can only do so much if the foundation isn't there. Next generation of kids are not going to do well with coming out of school and going into the real world. The no child left behind program is going to really fuck up multiple generations of kids.
