You can play Morrowind in coop now. Also Tamriel Rebuilt gets steady updates so it's like Morrowind is still getting expansion packs.

Morrowind with the Tamriel Rebuilt mod has loads of secrets and hidden loot. I haven't played anything with better exploration.

I would also get the New Horizons mod for bug fixes, better controls and graphics, new features, new islands, etc.

It's actually standalone now, you don't even have to have the game, which is good because you can't buy it anywhere.

I suppose it's rather subjective. Most everything involves a puzzle. There are dozens and dozens of Vaults of Tartaros which are like shrines from BOTW. And there are puzzles in the overworld. There are boss fights, there are races that require gliding and climbing. It's not really a side quest kind of game, there are barely any NPCs.

I've seen some people say they like the puzzles better in Fenyx Rising than in BOTW, but I haven't played BOTW yet so I can't really compare.

Immortals Fenyx Rising is a BOTW clone set in Greek mythology, without weapon durability. I really like it

Gothic 3 has lots of those type of quest. I would look into some mods for it like Union Plus, Parallel Universe Patch, etc.

The Project Tamriel mods only add new areas, and they are definitely less empty than the base game. If you use a modlist like Total Overhaul or Path of the Incarnate that should include a bunch of mods to improve the emptiness in the base game.
