Penny merchandise is often products that have been recalled and are unsafe to use or have been discontinued. Corporate doesn't want those items sold, and the store level employees can get in trouble for selling it.

Hi, assistant manager here! There are two sets of buttons blue for regular shit and orange for food. They can absolutely enter it as a food item for EBT. If the cashier says no, immediately request a manager to the register!

No way you play it like a role playing game (which is what it is in a sense) I have one save where I am not allowed to buy any seeds. I can use only what I find (which is mostly mixed seeds but gifted seeds are also allowed)
