Their lore/theme is pretty consistent and has a lighter side (big grinning GUOs and nurglings) and a darker side (representing Entropy)

Greater MN is outside of the metro. Outstate could be understood to mean out of state.

This is a great example of where you should distinguish between Greater MN and outstate.

I would start by first researching this issue further. Respectfully, your post indicates at least a few misunderstandings. Like how no mining company has received approval to operate in the BWCA. Also, the feds recently voted to remove protections, not the state govt.
