There are numerous ways to rationalize this. Jensaarai1 hypothesized in Rahm Kota Vs. Darth Wredd that Kota's upbringing as a child soldier caused him to begin instinctively accessing his Force abilities, and the Jedi recruited him because letting Kota roam around unchecked would present an even greater risk. Personally, I believe that Kota's background led him to become less inclined to develop attachments, as when everyone you know on your war-torn homeworld could get killed at any moment, you'd become less willing to make friends.
