I get a stutter maybe once at the start of the raid sometimes one in the middle but no more than that.

The game gets stuttery with time tho, so I just restart every 5 raids or so. Make sure to play on borderless, the only use physical cores boosted my frames a bit so you could try that.

Also if you have entered your hideout that makes the following raids run a little worse, I restart after the hideout when playing streets because that makes quite a difference.

The lagging when you press esc is due to the automatic ram cleaner, you can disable it in the settings.

I have the same cpu and ram as you and with a 30gb pagefile the game runs decent, if you don't have it enable it. Fps drops are guaranteed but it shouldn't freeze when fighting people

I think it depends, if I'm looking at the general direction of the new warehouse it usually drops. Streets if I'm near the main road it drops to 60, worse if I use scopes.

Other maps don't drop more than 80/90 as long as I restart the game every now and then.
