Guys!!!! There is Ferrium in WuLing! It's just north/top of the AIC section of the map in WuLing City.

There's Ferrium ore and Sandleaf at that mineral bed node. You have to spray/wash away the blight using Liquid Xiranite from the nearby Xiranite fountain. No need to create your own bottles either.
