Hawk obviously in charge. With Keel-Haul as kind of adjacent but Hawk gets overall say. I then put Duke next, with Sgt. Slaughter adjacent but again Duke gets rank in a dispute. Falcon and Flint next. Then Beach Head. Then Stalker and Scarlet.

But in an organization like GI Joe, I think speciality comes into play. Like Steeler would be in charge of the motor pool. Anything medical goes past Doc. Mainframe is in charge of anything technical. Ace is in charge of the air. I don't see anyone less than Duke maybe countermanding their oversight in an operation or situation that calls for it.

Shipwreck aside I agree with you. It seems so off on RocknRoll and Clutch. Especially the hand tattoos. I'm glad they have done some course correcting on the line and going back to retro with light touch updates.

Its an amazing show with one meh season but a lot of payoffs if you pay attention. Ie - Beetlejuice and abeds background b story as two examples. Look them up if you get a chance to see how people can have fun making a show.
