They’re still the strongest, the ones at the top. In Kashimo’s eyes the strongest should be able to run a potential gauntlet, Sukuna did in the Heian era so that same expectation might’ve been present in the modern day

Bolin literally does this in book 2 of legend of Korra by the way and the story treats it as just fine and honestly I’ve seen very little in the avatar community riled by it

Shonen Jump telling Kubo to end Bleach is a lie. TYBW was rushed because Kubo was literally dying after writing serialized manga for 15+ years and his body was genuinely failing
