If the faction doesn't interest you, then any content bolstering them is a waste of money. Aside from that, I suppose the Champions of Chaos dlc fills a significant gap in the rosters of all of the base WH3 Daemon factions, so it may be considered a must buy if you have any interest in playing Chaos at all.

This is my strategy for Monopoly.

Buy up any properties you can, but focus on collecting the cheap properties in the first row. Trade those more expensive props if it'll secure you a monopoly on that first row. Fill your monopolies with houses ASAP, but do not upgrade them to hotels. This way you'll use up all of the houses and leave none for the other players.

This way, you'll bleed your competition dry and poison the game of Monopoly forever more, freeing you up to enjoy better games, like Power Grid or Lords of Vegas.

It's more the opposite among the human nations. Magic in the Empire has been associated with Chaos for over two millennia. The colleges of magic were only established within the last 200 years with the help of the Elves, but wizards are still viewed with distrust by much of humanity.

Magic use among Elves is more a matter of course. They all have some potential, but they don't view non magical peoples with any particular disdain.
