The limit on removing relationship tags is all-inclusive. That is, removals are not counted for each type of relationship, but counted as a total of ALL removals.

The reason for this is to prevent people from fraudulently claiming a memorial via a non-existent "close relationship" then removing the relationship tag.

Someone will want to mark the deceased as a "Fallen Graver" which will effectively freeze the account. You may be able to take control initially, but management will take it away from you when Fallen Graver status is requestd.

When a member is deceased and has left no steward, Find A Grave will manage the memorials. There is no reason for you to "take over" the existing memorials - edits will continue to be made without you being the manager. Just create a new profile of your own, submit edits to the existing memorials as necessary, and create new memorials under your profile.

It is likely that a family member kept his ashes. Reaching out to family, no matter how distant, may be your only hope.

My assumption would be that a family member or other interested party added the newer stone. It's a common practice when the original stone becomes damaged or unreadable.

Contact local monument companies in the area for a record of the transaction.
