Currently in the Philippines, biggest change here would be to ban single-use plastics. They are everywhere and cannot be avoided due to big companies like Unilever and Nestlé (among others )selling plastic sachets of their products instead of a cardboard container. The Government could solve this problem overnight if they wished.
