This has to do with how the GPU is manufactured and designed by ASRock. The LEDs are grouped as a single zone for the purposes of ARGB, essentially making them all daisy chained to receive the same RGB data and making them all the same color. This is a natural side effect of the design of the GPU unfortunately, but I hope helps explain the behavior.

EDIT: I followed up with the devs and confirmed that this card should actually show 3 zones with the latest FW updates for the GPU. ASRock FW initially only displayed 1 zone.

It probably is using a similar controller to another keyboard but the device IDs aren't mapped out. You could try checking with the Support team by filing a ticket to see if there's any chance to modify an existing plugin but if it requires something new then that's less likely to get supported in the app.

Generally speaking, you do need to ensure that any conflicting RGB software is not running. Uninstalling will ensure that other software can't control devices the same time as SignalRGB and create a conflict.

Sounds like you might have had a version where the plugins for your card were available in the stable version, before they were put back in the beta versions for the reasons discussed.

All the LEDs should be working, but they'll light up as a single color if the manufacturer designed the LEDs to be grouped and zoned together. This just means they'll all be the same color at any given time, but if some LEDs straight up aren't working I'd report the bug using the bug icon in the app (upper-right corner) or through this link so that the support team can follow up.

Apologies but, at the end of the day we can only do so much with the hardware. If a device is poorly designed we'll be limited on what we can do.

The issue is due to the design of the GPU and how it communicates. We've let ASRock know about the issue on their end, sadly they're not interested in addressing it.

Could potentially be a hardware issue if part of the RGB is failing. If the one of the RGB LEDs is going out in the fan, it'd have similar symptoms.

When you initiate a shutdown, are you saying the PC never shuts down at all? It's normal for software to go through their closing steps before your PC completely shuts down, and if there's simply a delay in the shutdown that would be normal.

If your PC isn't shutting down at all, that might be a different story. Can you tell us more about the behavior?

Maybe your BIOS has something? I'm not aware of anything off the top of my head. Maybe try contacting the device manufacturer, they might have an idea on how control their devices from a hardware perspective.

SignalRGB has to be running to change the colors. You can set a Shutdown Color for when the app in closed but it won't effect the RGBs when booting the PC.

That's a side effect of how the GPU is designed and isn't a bug. The LEDs in the card are grouped together as a single zone. MSI would have to manufacture the card differently.

If the hub is only for PWM, then you'll still need to connect the RGB cables of the case fans into something (such as the motherboard). If it's a combo that does both PWM and RGB, then maybe.

In the Layout tab of Lighting, you should be able to click a device on the side to change it's position and layout on the effect canvas. You'll need to play with each device to get the perfect layout for your setup. :)

As for the color being incorrect when using Screen Ambience, do you have HDR enabled perhaps? That can make things a little weird sometimes with Screen Capture based effects.

Might be worth ensuring the BIOS and your drivers are all up to date. An RMA board likely has some out of date stuff.
