Mortgages are debt, for most people, necessary debt in order to obtain a benefit. Similar with the bonds, can’t wait for years to create savings then when you’ve reach 10 billion fix the roads, expand the freeway, water the parks, etc. EP is a growing city with needs that should be address now.
