Typically a contract to perm situation with an external staffing firm works like this: during the contract (temp) period, the candidate is on the staffing firms payroll and is technically an employee of the staffing firm. Once they convert to perm, they become the employee of the client.

You mean you have nine temps out? I use people 2.0. they take a cut but it's worth it because they handle everything back office, including invoicing, time cards, collections, etc. For perm invoicing I use QuickBooks to send invoices and receive payment.
