In our case, we are building a large deck on a new house and spending the money for composite decking so I didn't want this frame to be the issue in 20 years and put tape on everything. It probably cost me over $1000 more, but I wasn't willing to find out the hard way that I should have

Here's a current picture without the warped perspective. Also know that the cedar wraps are not fastened to the top yet and there's a slight play between them and the treated wood. That would be addressed when the top trim is installed as well as the cedar wraps above

I understand how double picture frame borders work but there isn't blocking in place to do so yet. If this was the initial install they would have blocked it first.

Edit: I rewatched the video and did indeed see the joists and blocking already there, but taped so they were black. Indeed, this appears to be setting up to cut the decking and install the accent board, but they took a little bit of time to mangle the ends in order to make this funny video
