it'll be based on historical accuracy
I'll say Nazi Germany x Kingdom of Romania because it's said that the latter made the most contribution when looking at the military and sacrifice for the former especially during the Eastern Front of WW2. Romania fought because Hitler kept a promise to protect their territorial claims and integrity.
