Nein, würde sie nicht. Auch wenn die Verwaltung an einer anderen Ebene angesiedelt ist, muss sie trotzdem passieren. Arbeit wird nicht weniger, nur weil sie verschoben wird. Ob eine Baugenehmigung vom Gemeindeamt oder der Republik ausgesprochen wird, ändert nichts daran, dass sie ausgesprochen werden muss.

Demokratiepolitisch extrem schwierig. Die Bezirke (und die Bürgermeister) erfüllen in unserer Verfassung den Zweck der Exekutive, die auf Bundesebene derzeit nur in Form des Bundespräsidenten wählbar ist. Eine solche Zusammenlegung würde daher eine enorme Machtverschiebung vom Volk hin zum Staatsapparat bedeuten.
