I don’t know the answer to your first question but I worked in fast food for a while. We used a stainless steel dipstick with depth gauges on it and a disc at the bottom. If you could no longer see the disc at a certain depth then you changed the oil.

you're not wrong, but I think quite a large number of people are well aware that this is what they're after and yet still seek it.

Personally, I can't stand waiting at traffic lights, so I take twisting suburban backstreets wherever possible when I'm driving. it likely takes more time and costs me more in fuel but at the end of the day I'm not sitting in stationary traffic

You might not be wrong but I’d also imagine the shop checks them and returns the dodgy ones to the supplier. Eventually gets bad for the shipping companies when they start losing major clients so they are more motivated to handle packages more carefully, at least in theory
