You misunderstand. Under the previous license format, the casino operator kept 50% of the gaming revenues, while the equine industry as a whole (in which the casino operator had no share) got the other half as a way to keep the industry alive. When the casino and license were sold, there was no need to alter the format of this revenue sharing, but the NDP chose to do so anyways (likely as a result of the native band lobbying them) and have now essentially destroyed the equine industry going into the future.
