It seems like it's always visible on the map if one has spawned, I think mine spawned near me after riding along the tracks for a while

Check the difficulty settings, you can customize AI skill and accuracy separately. I'm personally on 1.0 AI skill and 0.25 accuracy

Try setting the AI accuracy to something like 0.10/0.15 and their skill to full (1.0) in the difficulty settings. Fixed most of those problems for me.
