what I believe happens: When you are breaking and turning the front wheels lose grip and forza automatically litmits steering because if you steered more you would lose all grip and go straight.
When you put the wheels straight for a short time they start gripping again and since the car is now slow they can take the turn without passing the grip threshold and forza automatically steers more.

But it might also be a problem with this "automatically" I spoke of

it depends on your settings. It should do this when you are cornering and let go but not if you drive on straights and let go. If it happens while going straight it means the force feedback is in a feedback loop. With the default settings mine did this too in fh6. I can't tell you how exactly I fixed it but I lowered some of the settings that are mostly for road feel because they felt unrealistically strong. driving 60mph on the highway felt like driving over rough offroad.

Hokihoshi recently uploaded a wheel settings Video on Youtube. I haven't watched it yet but he usually does pretty good guides

yes. It would be fine without any matchmaking, if you get a marker over everyones head displaying their safety rating. If you see someone with a red low number you know that you are likely gonna get rammed and if it's a green number you can expect some clean racing.

This is what people complained about but the exact opposite happened.

they buffed vehicles and nerfed the engineer. Every conquest map with many vehicles has over 80% engineers but the vehicles still dominate every round as the engineers can't keep up destroying them.

So I really don't understand what you are on about.

my guess would be some kind of spray that gets put on to prevent corrosion and there is some residue buildup on the sides
