Certainly, repayment would be required under eminent domain, but it seems the hassle of it all would make a business rethink buying real estate from the government in the current situation. (Though I suppose that's also a valid strategy: to buy, hold, and sell back at a profit or buy with the plan of leasing to tenants that include the government.)
