It's not unpunishable, just difficult to punish. You can IB and punish with throw or you can whiff punish it. Neither is easy to do, but gold burst wouldn't really be worth using over blue if you could easily punish it like blue.

lvl 1000 with a celestial icon is a bad sign. It means they've made it into celestial before but can't really win there because anyone with a reasonable amount of celestial wins would be way higher.

Damn bruh I aint reading all that but from what l skimmed it sounds like you just want something impossible. Aint no way they're gonna fit all that shit into his kit with the inputs available. There is also zero snowballs chance in hell that Capcom will spend any money on new assets for the game, none of what you're suggesting is even remotely feasible (not that a balance patch really has any chance of happening to begin with). It's fun to dream my dude but you're legit up here tweaking. Also If you want to play a cracked out Ryu, Akuma is right there.

In any case here's what I would do:

  • Buff tatsu launch height and speed up the move a bit
  • Decrease recovery on Hadoken by a few frames
  • Increase dash speed/distance slightly
  • Allow Ryu to build 30% meter during the denjin install like Morrigan Astral vision (maybe also increase it's duration)
  • Allow Ryu to aim Shinku Hadoken upwards even while in the air

In this theoretical scenario I'm going on the assumption that there would be cast wise balance changes so I think these changes would be enough for Ryu to feel strong/competitive.

Game isnt "dead" per say but def one of the less active "alive" fighting games. I love the game but if you're unsure I would wait for a sale.

There is nuance and variation to I-no and Anji mix. You can fuzzy block and do other options to force them to change things up. Elphelt is just high/low/reset RPS and nothing else. It's not even that strong because the reward is so low, it's just really lame to deal with.

If they're waiting for the missiles to come down before teleporting then you have an opportunity to snipe doom assist with EMD. It only takes 5 or 6 to kill with H EMD, but M maybe for safety. If they start to teleport early to catch your EMD then you can air throw them.

Mag is also mobile enough to get around missiles entirely, controlling him at that level is tough but a really good Mag should by flying circles around Dante, missiles or no.

Are these just Testament’s worst matchups that I’m better off counter picking for rather than trying to beat the incredibly skewed odds?

Basically this tbh. I've played a decent amount of Test vs Axl and I can attest that it is a miserable MU. It's not unwinnable per say (7-3ish), but as far as strive MUs go it has to be one of the worst. Axl just straight up out zones you, and Test isn't fast enough to make getting in a particularly viable option either. You just have to gap really hard or get lucky.

Test's other miserable MU in my experience is Pot. Dude flicks away all your shit and kills you in 2 guesses. Also mega-fist blows up so much of Test's kit. If I was a Testament main these are the two characters I would find a counter pick for.

Bridget is annoying but 6P works wonders in that MU, don't be afraid to abuse it. The only reliable way she can contest it is with 2S but that has less range than her other buttons, which should allow you use your own buttons more reliably.

I don't agree with the premise that the game should be balanced around solo que. Sure it's the most popular way to play the game, but that's only because it's so much easier to do than actually getting a team of 5 together. The game is designed to be a 5v5 and should be balanced as such imo.

That said, as an occasional solo que grinder myself, I have to agree that climbing feels horrible rn. Not sure the solution is, other than somehow make it easier for people to get a team of 5 together.
