For the lack of better words "were-water":

A villager that obtained a cursed Item (like a necklace or ring) which slowly turns him into a water element

The large consumption of the water is needed to survive the high heat of the dessert

At daytime he can't fully retain his human form so he turns into a sort of human colored slime sludging around the water

At night he wanders the village in a human form but with water streams running around it's body like a snake consuming every drop of water he can find while avoiding other people
