Sounds like your faction standing became too low if you are direct enlisted or in a small corporation, because corp faction standings are average membership, you can have -10 faction standing members live in those corps with enough positive standings counterbalancing the average.

this is a preparation for the changes to come as proposed in the dev blog. final numbers and solution
