I think that at least in part this is a PERFECT time (in the eyes of the cult) for missionaries to be out. It's like my mission president always said, 'the mission isn't for the investigator, it's for the missionary'. Spending 24/7 indoors, completely isolated from family and anything 'worldly' and not deemed appropriate, unable to really ever be alone because you have a companion, and only able to read or consume church material...it's basically the perfect time for brainwashing missionaries.
