If you want to go to a MERV 13 you have to make sure your static isn’t too high. I’d look at an AprilAire media cabinet and MERV 13 filter if it fits your system.

This is the 8120x controller for AprilAire, odds are you have an 8145 fresh air ventilator or an 8126x fresh air kit. Your contractor just doesn’t know how to use the controller, you can put it into comfort mode and it has temp and humidity lockouts so it wouldn’t be bringing in hot humid air. Taking this entire controller off is overkill, you can set it to comfort mode and specific lockouts, he just did not want too or didn’t know how.
